Upgrading SEP 12.1.6 to 14.0 MP1 does not move client from old environment

Good morning,

I have an older install of SEPM (v12.1.7166) that im trying to move clients away from and into the newer v14.0.2332 I made an EXE package on v14.0.2332 and sent it to the site to install overtop of the existing client on v12.1.6 (RU6 mp1). The client installs the corect version and the new version is shown in the Help>about but the policy doesnt come over nor does the client leave the old enviorment and attempt to attach to the new.

Does this install path do what i think it does or should the clients be uninstalled first if moving from one environment to another?
