Application Control Toolbar exception

Hello,

I am unable to install or update Adobe Acrobat 9, 10, or 11 versions. The install stops because of AC16-1.1 Prevent registration of new Toolbars. I have added an application control rule exception for the registry value for the Adobe key however this doesnt appear to resolve the issue. Has anyone else run across this?
