SEP Client not installing on Windows 2008R2

I exported a full installation package from my SEPM server to install Full Server protection for another windwows 2008R2 server.

However, when I run the setup.exe, no GUI appears.

I've tried installing Visual C++ 2008 SP1 Redistributable,  C++ 2010 Redistributable, C++ Redistributable 2015 for both x64 and x86 versions.

I go to my %temp%, and for a brief moment, there's a sub-dir called Symantec, but then it vanishes.

The window event logs shows nothing useful.
 

Any ideas?
