SEPM 12.2 Critical Erro FIPSmode.vbs

I have Windows server 2003 enterprise Edidation with service pack 2  this server installed on it Symantec backup exec 2012 

when try to Install symantec Endpoint manager 12.2 on same server if give me  Critical error  as the Screen shoot

Script :C:\Program Files\Symantec\Symantec Endpoint Protection Manager\bin\FIPSMode.vbs

Erro: Critcal Erro

i try to uninstall the liveupdate for symantec backup exec  and install SEPM12..2 but i have the same error

what this mean ? and how can i resolve it
