Install Packages Filling up C:\Windows\Temp Directory

We are encountering an issue where Install Packages are filling up C:\Windows\Temp.  Can these just be deleted?  I am assuming they were install packages that were made but may have encountered an issue when being downloaded.  We have about 30 limited admins who make install packages from the server.  Just want to make sure we can recoup the space as some of these have been there for 5 months or more.
