Clients Unable to Update Policy

I'm running Symantec 12.1.6 on Windows 7. I noticed that my clients is not updating its Policy but they are getting Virus Definition updates from the Manager. Scheduled Scans are also running and Manager is getting updates about it.(All Clients are not updating its Policy.)

I tried the following:

1. Manual update of policy from the client

      Under the Connection Status, it says "Not Connected. Internal Error"

2. Upate Sylink file

3. Move the client out of the group and move it back.

4. Disable Enable Auto Protect.

Still cannot update the policy.

Maybe you experience this? I need someone to help me out.
