Export/import unmanaged client firewall rules

I need a solution

Environment:

Windows 7 Professional SP1 64-bit

SEP 14 MP2 UNMANAGED clients

Issue:  How to export/import UNMANAGED client firewall rules

Note:  We are running the following scenario from an administrator account.

In the UNMANAGED client console, we open the selection to manage firewall rules (NTP options/settings).  We highlight the rules to export and right click on the selection.  A dialog box appears, we select export and a sar file is created.

However, we are unable to import the rules that we just exported.   We go back in to the UNMANAGED client console UI, NTP options/settings, manage firewall rules, highlight where we want the rules to go, right click to bring up the import/export dialog, select import, point to the rules that we just exported hit OK or enter and nothing happens.

Is there a trick to importing?  Does the cursor need to be in a certain place?  Or can we only import one rule at a time (haven't tried this)?  We need to import multiple rules.  Since we can export multiple rules, it would seem that we should be able to import multiple rules.

We've read the doc on how to export/import firewall rules on an unmanaged client.  It seems a very simple process - perhaps we are overlooking something obvious.
