SEP 12.1.7061.6600 (12.1 RU6 MP6) server 2008r2 upgrade to latest stable revision of version 14 on windows compatible Server 2016

I need to upgrade from SEP 12.1.7061.6600 (12.1 RU6 MP6) server 2008r2 to  latest stable revision of version 14 on Windows Server 2016(x64).

I would like to be able to import all the policies and database over to the new server.

1. Can this be done and is there a process/KB that I can refer?

2. What version of SEP server manager can I upgrade to?

Any help would be greatful.
