Issues with Custom Restart on Push

I am trying to push Symantec Clients to computers on our n etwork with custom restart settings.  Our end goal is to silently deploy the AV client, then reboot the PC in off hours (10:00PM) without the ned user seeing a prompt to reboot immediately.  We have checked the restart settings in our deployment package and the restart settings for the group where the computers will be placed insde SEPM. Each time we push the client, the end user is asked to reboot immediately (our custom settings fail to work).
