Firewall Quarantine Policy

I am looking for your support on how can I create a Firewall Qurantine Policy to allow some basic access to the network for a system ?

I want to allow LDAP, DNS, DHCP and SEPM and some other servers and rest want to block everything.

I tried to configure 3 rules 

1. ping allow 

2. Custom Servers for which communicaiton is required

3. Block All

3. Smart Rules check is enabled (DNS, DHCP, WINS)

when I am trying to logon I am receiving the logon servers are not available.

any idea why ?
