VIEtool thinks files in Quarantine, but it's empty

I'm setting up a golden image for use with Citrix Provisioning Services.  It has a fresh install of Windows and SEP, but when I run the VIETool with the --generate option it keeps telling me there are files in Quarantine.  Going into Quaratine both via the gui and C:\ProgramData\Symantec\Symantec Endpoint Protection\12.1.5337.5000.105\SRTSP\Quarantine both shows them empty.

How do i fix this?
