Cannot start SEPM manager and SEPM webserver service

Hi everyone , SEPM version is 12.1.6 MP2 running with a SQL instance with another SEPM server in HA . Recently I stopped SEPM service on this service and when i tried to start it again I am getting the following error and service is not starting . I have also rebooted machine but no use . Please tell me how can I fix this ?  OS is Windows Server 2012 and have full admin rights . Screenshot is attached
