Put restriction on groups on IP basis

Hi,

 My requirement is that I want to sepreate the groups on IP subnet basis. Also, no client from a  subnet ( x.y.0.0)  should move into a particular group for a  different subnet ( x.z.0.0). Is this possible?  Please suggest.
