SEP Proactive Threat Protection is disable and cannot be re-enabled

I noticed this since I updated my OS (Windows 7 Ultimate 64-bit), though it has been a week since I last checked up with SEP so it could have happened before. Basically, SEP tellsm me that Proactive Threat Protection is disabled because its protection definitions are too old. When I click "fix" it updates. I still am unable to enable Proactive Threat Protection. I was wondering on tips to fix this issue.
