SEP licensing question

Hi,

If several customers with SEPM DB want to replicate their database to a 3rd party SEPM DB, so this 3rd party can have access to all the policies and incidents of the different distributed SEPM databases, how has to be licensed this 3rd party SEPM ( this SEPM will not have any SEP client connected directly to it , but will have in it database all the SEP clients from the distributed SEPM databases)?

Can you add to the Central SEPM all the .slf from each distributed SEPM .
