Idea of Cost Licensing SEPM 12.1.3 and SEP Clients

I desperately search licensing cost to have an idea to implement SEPM and SEP 12.1xx.3xxx.

Something specific : My company must not pay in Internet way. There are some approval workflows etc ...

                              I need a retailer in France as possible.
