Application and Device Control (Blocking USB)

I need a solution

Hello !!!!!!
Can anybody tell me, or provide me with links on articles about the principle of blocking USB (Class:         {36fc9e60-c465-11cf-8056-444553540000}).

I mean , when I have a policy:

Blocked Devices

   Device                          Name Identification

   USB                            Class:         {36fc9e60-c465-11cf-8056-444553540000}

it should block anything with Class ID = {36fc9e60-c465-11cf-8056-444553540000} ( all Generic USB Hubs [class]:Universal Serial Bus controllers   [guid]:36fc9e60-c465-11cf-8056-444553540000)

when i'm adding an exclusions, such as 

Devices Excluded From Blocking

Human Interface Devices (Mice, Joysticks, Gamepads, and System controls) Class:         {745a17a0-74d3-11d0-b6fe-00a0c90f57da}

Printing Devices Class:         {4d36e979-e325-11ce-bfc1-08002be10318}

USBPRINT Device:         USBPRINT\*

How does the policy understand that it mustn't block  Generic USB Hubs for appropriate excluded devices ?????????
In my case this policy sometimes blocks printers.
