httpd.exe using 100% CPU after upgrading SEP 12 RU2 MP1 to SEP 12 RU3

Hi I need some help. I upgraded SEPM from SEP 12 RU2 MP1 to SEP 12 RU3 earlier today. The upgrade completed with no issues, however I noticed httpd.exe started using a lot more of the CPU than what it did initially. It is at a constant 100% usage when viewed from task manager. I have tried some articles and fixes like changing the JVM heap etc... removing # symbol in #Win32DisableAcceptEx of httpd.conf... but to no avail. It is definitely something to do with the upgrade. Stopping the SEPM service and SEPM webserver returns the CPU cycles. 

Anyone experienced this issue and found a fix for it>
