Endpoint Protection Manager runs LiveUpdate return code = 4

I've been having a problem for two weeks now where after I upgraded from SEPM 11.0 to 12.1 I now encounter this error

"LiveUpdate encountered one or more errors. Return code = 4"

From what I've read, Return code = 4 is usually linked to a proxy error but everything I have in LiveUpdate is configured.  If I run luall.exe manually it will fail with the same error code on express but will complete and update if I run it under interactive mode.  This makes little sense to me.

I've tried un-installing and re-installing LiveUpdate, I've repaired SEPM.  All to no avail.  If anyone has any ideas on this I'm all ears and I'd be happy to upload any log files that are needed.  Thanks!
